196. The Registration of United Kingdom Patents (Amendment) Ordinance 1968 made it clear that the Government of Hong Kong may itself, or through persons duly authorized in that behalf, and for the services of the Crown use any invention patented in the United Kingdom and in respect of which the Registrar of Patents in Hong Kong has issued a certificate of registration in accordance with section 5 of the principal Ordinance. The amending Ordinance made provision for payment of compensation in respect of such use.

197. The Trustee (Amendment) Ordinance 1968 replaced the invest- ment provisions contained in Part II of the principal Ordinance, which were based on the Trustee Act 1925, with new provisions derived mainly from the Trustee Investments Act 1961 of the United Kingdom. These new provisions give wider scope to trustees in the investment of trust funds, and as noted in paragraph 138 advantage was taken of these during the year by the Official Trustee in relation to certain trust funds being administered by him.

Visits

198. In July 1968, Mr. S. S. TAN, Senior Assistant Registrar, attended a seminar on Civil Registration and Vital Statistics held in Copenhagen under the auspices of the United Nations Economic Commission for Asia and the Far East in connection with the U.N. 1970 World Programme for the Improvement of Vital Statistics. Representatives from nineteen ECAFE member countries attended the seminar, together with observers from the World Health Organization, the New York Population Council and the Population Service Agency for International Development, Washington, D.C. The seminar discus- sions ranged over a wide field including the functions of the civil registration services, methods of collection and compilation of vital statistics, tabulation and presentation of data and the future programme for the Asian Region. Mr. TAN acted as Chairman at a plenary session and was a member of the drafting committee for the Seminar Report. In the course of his visit to Europe Mr. TAN called at the General
