1,725 cases were in respect of persons under 20 years of age. Between 1962-63 and 1966-67 the numbers of cases relating to persons of 20 and over declined as follows: 1962-63, 2,075; 1963-64, 1,622; 1964-65, 1,268; 1965-66, 709; and 1966-67, 365. The increase in this category to 748 in 1967-68 is also believed to be connected with the increase in migration during the year.

169. The 1,404 births post-registered after one year at the urban district registries were partly in respect of cases where the parents had neglected to register the birth, or had been unable to do so owing to there being no facilities during the war, and partly in respect of cases where the birth was believed to have been registered, but owing to the loss during the war of the register in question and the birth certificate issued at the time, no record of the birth was extent.

170. During the year, post-registration birth certificates were issued for 38 foundling children in various orphanages, baby homes, and charitable institutions, whose births had not been registered on admission.

171. In addition to the post-registration fee, stamp duty of $3 is payable on each supporting statutory declaration. In the course of the year the three teams collected a total of $7,629 in respect of stamp duty on such declarations.

Deaths Registered

172. Table XXXIX gives the numbers of deaths registered in the years 1958 to 1967 by sex and race, with the relevant percentages and the crude death and infant mortality rates. The number of deaths registered in 1967 was, as compared with 1966, up by 944 to 19,644, (55.59% being of males, 44.40% being of females, and 0.01% being of unknown sex), comprising 19,322 Chinese (10,702 males, 8,618 females and 2 of unknown sex) and 322 non-Chinese (218 males and 104 females). The crude death rate accordingly rose from 5.0 to 5.1, which is the lowest rate of any country in the world shown on the World Population Data Sheet for 1967 (see paragraph 159), and compares with an estimated 14 for the whole world. While once again due tribute must be paid to the efficiency of the Colony's medical and health services, it must be acknowledged that this exceptionally low rate to a large extent results from the age structure of the population, which contains an abnormally high proportion of younger people. The infant mortality rate went up 0.7 from 24.9 to 25.6 per thousand of live births.
