27. The increased number of Conditions of Sale was due to the intensified programme of land sales by the Crown Lands Office, under which usually eight to ten lots were put up for auction at the City Hall each week. As from 1st May 1962 one or two Land Office Assistant Registrars attended the sales to supervise the execution of the Con- ditions of Sale by the successful purchasers. This helps to expedite the sales, enabling the auctioneer after the sale of one lot to proceed direct to the sale of the next without having to concern himself with the execution of the Conditions. As for the other types of Conditions, the Registrar General on 8th June 1962 took over from the Director of Public Works the responsibility for signing them on behalf of the Governor. The object of this was to cut down the circulation of files, and enable the Conditions to be issued a few days earlier than they could be under the old system.

28. The 88 grants by private treaty comprised grants for the following purposes:
