reduced to one, and the time when the four new Assistant Registrars who joined the Department on 1st July, 9th July, 21st July and 10th August, 1951, respectively, had been trained in their duties. Legislative effect to the change in establish- ment was given by the enactment on 20th September, 1951, of the Registrar General (Establishment) (Amendment) Ordinance, 1951.

47. The Department's difficulties consequent upon the change of establishment were aggravated by a sudden recrudescence of bankruptcies and liquidations about the same time. As a result the work of the Department fell into arrears causing some inconvenience to the public, especially relating to land matters. Towards the end of the year an additional Assistant Registrar to cope with the heavy increase in bank- ruptcy and liquidation work was sanctioned, but the post was not filled before the year closed.

Staff.

48. At the beginning of the year the three Deputy Registrars General were Mr. P. R. Springall, in charge of the Companies, Trade Marks and Patents Registries, and the Official Receiver's Office, Mr. W. K. Thomson, in charge of the Land Office, and Mr. D. E. Greenfield who performed duties both in the Companies Registry and in the Land Office. Mr. Springall left on vacation leave on 8th June, 1951, and Mr. Greenfield was recalled to the Legal Department on 12th June, 1951. Mr. Thomson was appointed to the substantive post of Deputy Registrar General with effect from 1st June, 1951, and acted as Registrar General between 22nd August and 23rd September, 1951, and also on Mr. W. Aneurin Jones's departure on 25th January, 1952, on vacation leave. Mr. M. Morley-John was appointed Acting Deputy Registrar General as from the latter date.
