Revenue.

45. The total revenue of the Department amounted to $395,779.93, of which $177,240.43 was collected in cash, and $218,539.50, being the Land Office fees, was paid by Revenue Stamps obtained at the Treasury. Table XVI shows how the $177,240.43 was made up.

Establishment.

46. 1951/52 has been a year of transition from one estab- lishment to another. Since 1st April, 1949, when the office of Registrar General was established by the Registrar General (Establishment) Ordinance (Cap. 100), the Registrar General had been assisted in his duties by three Deputy Registrars General, who were legally qualified officers seconded from the Legal Department. In order inter alia to free two Legal Officers for other duties, it was decided in February, 1951, to reduce the number of Deputy Registrars General to one (holding the substantive appointment as such), and to appoint four Assistant Registrars who would not be legally qualified. It was intended that the change-over should take place gradually, but circumstances rendered this impossible and there intervened a period of great difficulty to the Department between 12th June, 1951, when the number of Deputy Registrars General was
