(a) Estates and Cottage Areas Division, headed by an Assistant Commissioner, assisted by five Administrative Officers (three posts remained vacant throughout the year), five Senior Resettle- ment Officers and a Chief Health Inspector, responsible for the management and administration of the domestic and factory estates and cottage areas;

(b) Operations Division, headed by an Assistant Commissioner

and comprising three sub-divisions:

(i) Clearance, under an Administrative Officer assisted by a Senior Resettlement Officer, which is responsible for the clearance of squatters and other eligible persons into public housing accommodation;

(ii) Squatter Control, headed by an Administrative Officer, assisted by a Senior Resettlement Officer, which is respon- sible for the control of tolerated structures and prevention of new structures, for resiting operations and the admini- stration of licensed areas and transit camps;

(iii) Re-housing, headed by an Administrative Officer, assisted by a Senior Resettlement Officer, which is responsible for the Shek Kip Mei Rehousing Scheme.

(c) Works Division, headed by a Senior Maintenance Surveyor, assisted by a Maintenance Surveyor and a Building Services Engineer, all seconded from the Public Works Department, responsible for maintenance and improvement works in resettle- ment estates and cottage and licensed areas;

(d) Headquarters, with a Departmental Secretary, a Treasury Ac- countant, and a Principal Information Officer, responsible for the internal administration and public relations and publicity of the department.

The departmental structure is shown at Appendix 15.

88. During the year, the following changes occurred at Assistant Commissioner level or above:

On 21st July, 1972 Mr. J. C. C. WALDEN, Administrative Officer, Staff Grade B2, was appointed Commissioner for Resettlement in place of Mr. I. M. LIGHTBODY on annual leave.

On 4th September, 1972 Mr. I. M. LIGHTBODY, Administrative Officer, Staff Grade A, resumed duty as Commissioner for Resettlement and Mr. J. C. C. WALDEN reverted to Deputy Commissioner for Resettlement on the same date.
