prevention of new ones, for resiting operations and the administration of licensed areas and transit camps and for processing tenants under the rent advance scheme;
(c) Works, headed by a Senior Maintenance Surveyor, assisted by a Maintenance Surveyor both seconded from the Public Works Department, is responsible for maintenance and improvement works in resettlement estates and factories, and cottage and licensed areas, and the preparation of plans of cultivation clearance;
(d) Headquarters, under the Departmental Secretary and Treasury Accountant, is responsible for the internal administration of the department. The departmental structure at 31.3.72 is shown at Appendix 16.
115. There were 21 senior non-departmental posts in the department which are filled by Administrative and Executive Officers, a Treasury Accountant, a Senior Information Officer seconded from the Information Services Department and a Senior Maintenance Surveyor, a Maintenance Surveyor, a Building Services Engineer and an Assistant Building Service Engineer, seconded from the Public Works Department. Of these 21 posts, ten were filled by expatriate officers at the end of the year.
116. During the year, the following changes occurred at Assistant Commissioner level or above:
On 3rd May, 1971, Mr. J. N. BLACK, M.B.E., Senior Administrative Officer, was appointed to act as Assistant Commissioner, Administration/ Operations in place of Mr. R. G. B. BRIDGE.
On 17th May, 1971, Mr. J. C. C, WALDEN, Administrative Officer, Staff Grade B2, was appointed as Deputy Commissioner for Resettlement.
On 1st July, 1971 Mr. Henry CHING, Senior Administrative Officer, was appointed to act as Assistant Commissioner, Estates in place of Mr. B. V. WILLIAMS.
On 7th July, 1971, Mr. J. C. C. WALDEN, Administrative Officer, Staff Grade B2, was appointed to act as Commissioner for Resettlement in place of Mr. Paul K. C. Tsui, O,B.E.
On 8th September, 1971, Mr. I. M. LIGHTBODY, Administrative Officer, Staff Grade A, was appointed Commissioner for Resettlement and Mr. J. C. C. WALDEN reverted to Deputy Commissioner for Resettlement on the same date.
