Capital expenditure on estates and factories incurred by Public Works Department amounted to $39,896,667 during the year bringing to $903,759,788 the total spent under this head in the 18 years of the Resettlement Department's existence. The Department's annual recurrent expenditure has grown from $1,907,431 in 1954-55 to $61,510,489 this year, plus $1,504,211 spent on improvements to estates and licensed areas. Gross rents from estates and factories amounted to $87,239,786 ($64,847,057 nett after transfer of water and rate elements) during the year, and $21,154 or about 0.02% were written off as irrecoverable arrears. Outstanding arrears decreased by $7,528 during the year under review. Other main sources of revenue were payments amounting to $2,196,456 under the rent advance scheme, $291,299 and $608,717 from cottage rents and permit fees respectively, and $652,319 collected in fees for sites in licensed areas.

ORGANIZATION AND STAFF OF THE RESETTLEMENT DEPARTMENT AND MISCELLANEOUS
DEPARTMENTAL ORGANIZATION AND GRADES
114. The department had an overall establishment of 5,506 officers as at 31st March, 1972 and is divided into four divisions, the duties of which are broadly as follows:
(a) Estates and Cottage Areas, headed by an Assistant Commissioner assisted by three Administrative Officers and two Senior Resettle- ment Officers, is responsible for the management and administra- tion of the domestic estates and factories and cottage resettlement
areas;
(b) Operations, headed by an Assistant Commissioner, who is also responsible for the general administration of the department, comprises two sub-divisions:
(i) Clearance, under an Administrative Officer assisted by an Senior Resettlement Officer, which is responsible for the clearance of squatters and other eligible persons into resettle- ment accommodation;
(ii) Squatter Control, headed by an Administrative Officer, assisted by an Senior Resettlement Officer, which is respon- sible for the control of 'tolerated' unlawful structures and
