matters. The sections concerned with factories and cottage/licensed areas are under the control of one Resettlement Officer (Technical), and the officer responsible for planning also has under his charge the drawing office and survey teams. The estates section is divided into three geographical districts, each under a Resettlement Officer (Technical). An Area Officer (Technical) is stationed in each estate to supervise the work carried out by the maintenance contractor or the department's own labour force.

ESTATES AND FACTORY SECTIONS

95. The department took over 9 new residential blocks, 4 govern- ment estate schools and 8 restaurant buildings from the Public Works Department during the year, making a total of 506 residential blocks, 22 factory blocks, 54 government estate schools and 29 restaurant buildings maintained by the Works Division. Estate buildings suffer from considerable wear and tear because of the high population density, and 692 major and 113,720 minor repair jobs in estates and factories were carried out during the year as against 577 and 103,943 respectively last year. Expenditure on the maintenance of estates and factories amounted to $11,135,516. In addition to the day-to-day maintenance, the Division also carried out a considerable phased programme of work as well as carrying out repairs in estates caused by rain-storm damage, amounting to some $614,202.

96. The Division prepares plans and estimates and supervises the construction by the maintenance contractor of alterations, minor im- provements, and new works within estates, for other government depart- ments. Schools and welfare organizations which arc allocated accom- modation and tenants of shops in estates invariably have to carry out alterations to, and decoration of, their premises before occupation. The estates section of Works Division approves and supervises these alterations and also alterations to domestic rooms.

97. The factory section carried out 70 field inspections of machinery in squatter factories under consideration for resettlement. It advises on floor loading and installation requirements when factories are resettled, and supervises installation of tenants' machinery. It also advises on applications to install new machinery or to change trade, from enter- prises already resettled in factory estates. This section is responsible for maintaining and carrying out any improvement to all resettlement factory cstates.
