Accountant, a Housing Manager seconded from the Housing Authority and a Senior Maintenance Surveyor, and an Assistant Building Services Engineer, both seconded from the Public Works Department. Of these 17 posts, six were filled by expatriate officers at the end of the year.
105. During the year, the following change occurred at Assistant Commissioner level or above:
In August 1970, Mr. Paul K. C. Tsui, O.B.E., Administrative Officer, Staff Grade A, was appointed as Commissioner for Resettlement in place of Mr. J. P. ASERAPPA, C.B.E.
DEPARTMENTAL TRAINING
106. The Training Unit, which is located at 316-320, J. Hotung House, Hankow Road has 3 lecture-cum-conference rooms, a small library and 4 offices for the training staff.
107. The fourth Senior Officers' Course, attended on a two-days- a-week release basis by 25 Senior Resettlement Assistants ended in August. This course was designed to provide such officers with a good grounding in the responsibilities they would have if promoted to the Assistant Resettlement Officer grade. The fifth course in the series, attended by 25 officers, 2 of whom were Assistant Resettlement Officers promoted on trial, and 23 senior Resettlement Assistants, commenced in November.
108. Four 2-year Student Resettlement Assistant courses, attended by 59 trainees, on a one-day-a-week release basis, were completed during the year while another two classes attended by 39 trainees on intermittent full-time release basis, were still in progress. Four new classes attended by 71 new recruits commenced in April, September, October and November. These courses provide a thorough grounding in the duties of the grade and explain the various departmental procedures.
WELFARE
109. The departmental Sports and Welfare Association had another successful and active year. The Association arranged launch picnics to Clear Water Bay, Silver Mine Bay and Chi Ma Wan, all of which were well attended. A departmental basket-ball tournament was held in September for the Bridge Challenge Cup which was won by the Head- quarters team. Hikes to Bride's Pool and Tai Mong Tsai were also arranged and proved to be popular. Officers of the department also took
