9. The problem of widespread illegal hawking in the open spaces in and around the estates was vigorously tackled during the year; by action on the part of the department's( Tidiness Teams;) by the demoli- tion of new structures whenever they appeared or re-appeared; and by the prosecution of persistent offenders. In the newer estates the pro- vision of new modular markets were expected to alleviate this problem though in the older estates large scale clearance of the hawkers still awaited the provision of alternative marketing facilities.

CHAPTER 2

CONSTITUTIONAL

LEGISLATION

10. During the year a number of amendments were made to the Resettlement Ordinance and Regulations. One amendment enabled the competent authority to let premises in resettlement estates to persons who undertake to use the premises for commercial purposes. Another amendment made it possible to let premises in a factory resettlement area to persons who undertake to use the premises as a factory. A third amendment introduced a revised procedure for granting tenancies in resettlement estates and a fourth amendment empowered the competent authority to install circuit breakers in or on resettlement factories and to recover the cost of installation from the tenant. Various changes were also made to the definitions in the Ordinance and consequential changes were made to the wording in some of the forms prescribed for use by the Regulations.

THE URBAN COUNCIL

11. The Urban Council has played a major part in the resettlement programme from its beginnings and before the Resettlement Depart- ment was set up. It is the competent authority for Parts IV and V of the Resettlement Ordinance in respect of the urban area, which means, in effect, that it is responsible for the management of the urban estates and cottage areas. The Council delegates its responsibilities to two Select Committees, the Resettlement Policy Select Committee and the Resettlement Management Select Committee. The membership and terms of reference of these Committees during 1970-71 are given at Appendix 2.
