public auction, and it is amortized over twenty-one years with com- pound interest at 5% per annum. Here again rates are included in the rent payable by tenants. In the older factories, rentals for a unit of 198 square feet vary from $75 a month on the ground floor to $45 on the top floor, and in the newest factories from $140 to $65 for a unit of 256 square feet.

115. Capital expenditure on

expenditure on estates and factories incurred by Public Works Department amounted to $34,896,396 during the year bringing to $815,973,940 the total spent under this head in the 15 years of the Resettlement Department's existence. The department's annual recurrent expenditure has grown from $1,907,431 in 1954-55 to $44,730,513 this year, plus $321,055 spent on improvements to estates and licensed areas. Gross rents from estates and factories amounted to $79,525,851 ($59,449,497 nett after transfer of water and rate elements) during the year, and $49,560 or about 0.06% were written off as irrecoverable arrears. Outstanding arrears decreased by $809,416 during the year under review. Other main sources of revenue were payments amounting to $799,642 under the rent advance scheme, $301,400 and $729,943 from cottage area rents and permit fees respectively, and $278,742 collected in fees for sites in licensed areas.

ORGANIZATION AND STAFF OF THE RESETTLEMENT DEPARTMENT AND MISCELLANEOUS

116. The department had an overall establishment of 5,202 officers as at 31st March, 1970 and is divided into four divisions, the duties of which are broadly as follows:

(a) Estates and Cottage Areas, headed by an Assistant Com- missioner assisted by an Administrative Officer and a Senior Resettlement Officer, is responsible for the management and administration of the domestic estates and factories and cottage resettlement areas;

(b) Operations, headed by an Assistant Commissioner, who is also responsible for the general administration of the department, comprises two sub-divisions:
