to make its own arrangements for the installation of water and electricity.
97. Problems which arose during the year were mostly in the collec- tion of rent and moulded circuit breaker charges, these latter charges being to repay the cost of installing heavier electrical rising mains. necessitated by the increased usage of electricity. At the beginning of the year, the amount unpaid on this account stood at $209,850, but this deficit has been reduced to $93,600 after court action was taken against 60 of the defaulting tenants.
CHAPTER 8
WORKS DIVISION
ORGANIZATION
98. The Works Division's main task is the maintenance (both building and electrical) of resettlement estates, factories, and cottage and licensed areas. The Division is organized into six sections which deal respectively with electrical matters; estates; factories; develop- ment and maintenance works in cottage and licensed areas, and minor public works in squatter areas; billing and computing; and general clerical matters. The sections concerned with factories and cottage/ licensed areas are each under the control of a Resettlement Officer (Technical), and the officer responsible for cottage and licensed areas also has under his charge the drawing office and survey teams. The estates section is divided into two geographical districts, each under a Resettlement Officer (Technical). An Area Officer (Technical) is stationed in each estate to supervise the work carried out by the maintenance contractor or the department's own labour force.
ESTATES AND FACTORY SECTIONS
99. The department took over 8 new residential blocks, 2 government estate schools, 3 estate welfare buildings, 4 restaurant buildings, and 4 administration buildings from the Public Works Department during the year, making a total of 480 residential blocks, 22 factory blocks, 42 government estate schools and 10 restaurant buildings maintained by the Works Division. Estate buildings suffer from considerable wear and tear because of the high population density, and 893 major and 95,686 minor repair jobs in estates and factories were carried out during the
