new ones, for resiting operations and the administration of licensed areas and transit camps and for processing tenants under the rent advance scheme;

(c) Works, headed by a Senior Maintenance Surveyor seconded from the Public Works Department, is responsible for mainten- ance and improvement works in resettlement estates and factories, and cottage and licensed areas, and the preparation of plans for cultivation clearance;

(d) Headquarters, under the Secretary and Treasury Accountant, is responsible for the internal administration of the department. The departmental structure is shown at Appendix 9.

136. There were 14 senior non-departmental posts in the depart- ment which are filled by Administrative and Executive Officers, a Treasury Accountant, a Senior Maintenance Surveyor and an Assistant Building Services Engineer (these last two officers both seconded from the Public Works Department). Of these 14 posts, eight are at present filled by expatriate officers.

137. The responsibilities of the main departmental grades are briefly as follows:

Senior Resettlement Officers (salary scale: $3,575-$4,179; Technical, $3,424—

$3,877)

In addition to specific duties, Senior Resettlement Officers are responsible to the heads of their division or sub-division for the overall running of these units, with particular reference to staffing matters.

Resettlement Officers (salary scale: $2,419-$3,100; Technical, $2,419—$2,986)

In the Estates Division, most Resettlement Officers are responsible for the overall control of groups of estates housing from 76,000 to 163,000 people, with four others being responsible for the factories, cottage areas, sanitation and liaison duties. In the Operations Division, Squatter Control Resettlement Officers are in charge of all sub-divisional activities within their districts with one being responsible for liaison duties, and in the Clearance sub-division one Resettlement Officer is responsible for the clearance programme in the New Territories and another with investigations arising from clearances. One Resettle- ment Officer is responsible for all departmental training and another is respon- sible for the welfare of the minor staff in the department. In the Works Division, Resettlement Officers (Technical) are in charge of technical matters on domestic estates (grouped geographically), factory estates and cottage and licensed areas. Assistant Resettlement Officers (salary scale: $1,253-$2,306; Technical,

In the Estates Division, Assistant Resettlement Officers are in charge of the general administration of an estate, factory blocks or groups of cottage areas, and some are assigned to more specialized duties.
