(i) former domestic tenants of buildings, demolished as dangerous and subject to the Demolished Buildings (Redevelopment of Sites) Ordinance, who have made an advance payment of rent for resettlement accommodation;

(ii) special compassionate cases (the number to be determined annually by the Urban Council) and certain victims of natural disasters;

(iii) the present occupants of cottage resettlement or resite areas

needed for transit centres or permanent development;

(iv) people presently occupying tolerated structures on Crown land

required for development;

(v) the tenants of overcrowded resettlement rooms;

(vi) pavement dwellers occupying tolerated structures.

7. As it is not always possible to resettle eligible persons direct, the White Paper provided for the establishment of 'transit centres' where persons with high priority for resettlement would be permitted to build their huts on payment of a licence fee while waiting for resettlement accommodation to become available. As with licensed areas', the Resettlement Department would administer these transit centres and provide basic facilities. The 'transit centres' and 'licensed areas' created under the new policy are now known as Class I and Class II licensed areas respectively, and have replaced almost all the old resite areas.

8. Lastly, the White Paper proposed a stepped-up building pro- gramme of 900,000 resettlement units (a unit being defined as 24 square feet of designed living space for each adult) over the six years ending 31st March, 1970, at an estimated capital cost of $766,000,000.

9. A further result of the 1964 White Paper was the appointment of a Housing Board in June 1965 with the following terms of reference:

(1) To keep under review:

(a) the progress made in the construction of permanent domestic housing (Government, Government-aided and private) by major types of premises;

(b) the existing need for such housing; and the probable need over the succeeding 10 years, by major types of premises and their general location;
