25. The more important subjects discussed by the Select Committees during the year were:
(i) bars in resettlement estates;
(ii) changes in eligibility for shop resettlement;
(iii) appeals procedure;
(iv) clearance procedure;
(v) proposals for new small estates on Hong Kong Island;
(vi) the emergency closure of resettlement premises;
(vii) shop tenancies;
(viii) control of hawkers in estates, cottage areas and factories;
(ix) outside seating for restaurants;
(x) review of priorities for resettlement;
(xi) policy on relief of overcrowding;
(xii) planning of Ngau Tau Kok resettlement estate;
(xiii) empty resettlement shops and unsuccessful shop cases; (xiv) amendments to the Resettlement Ordinance and Regulations;
(xv) the scale of allocation of accommodation in resettlement estates; (xvi) revision of shop rents for Mark I and II resettlement blocks.
26. The appeals sub-committee of the Policy Select Committee formed three panels during the year, the membership of which is shown in Appendix 3. The panels met 18 times to discuss 19 appeals; the Select Committees met 39 times. Members asked 37 questions concerning resettlement at full Urban Council meetings, and the department received some 940 letters from Councillors on behalf of over 620 members of the public.
CHAPTER 3
SQUATTER CONTROL
27. The Squatter Control sub-division of the Operations division of the Department is responsible primarily for preventing the erection of new unlawful structures or extensions to tolerated structures (as defined in paragraph 29) on Crown land, on leased land and on the rooftops and kitchen rooftops of private residential, commercial and industrial premises within the urban area and in Tsuen Wan district of the New Territories. It also has other subsidiary duties which are mentioned
