Officers are in charge of all sub-divisional activities within their districts, while in the Clearance sub-division one Resettlement Officer is concerned mainly with the clearance programme and another with investigations arising from clearances. Another Resettlement Officer is responsible for all departmental training. In the Works Division, Resettlement Officers (Technical) are in charge of technical matters on domestic estates (grouped geographically), factory estates and cottage and licensed or resite areas. In the Estates Division, Assistant Resettlement Officers are in charge of the general administration of an estate, factory blocks or groups of cottage areas, and some are assigned to more specialized duties. Their technical counterparts in the Works Division are responsible for the day to day maintenance of estates, factory blocks and cottage areas. In the Operations Division, Assistant Resettlement Officers in Squatter Control are respon- sible for geographical sections and also for the administration of the Rent Advance Scheme, and in Clearance they head the specialized Units within the sub-division.

Student Resettlement Assistants|Resettlement Assistants (salary scale:

$425-$515/$737-$1,460; Technical, $900-$1,610)

Officers of this grade, together with their counterparts in the Works Division, Area Officers (Technical), carry out the department's field work under the direction of Assistant Resettlement Officers. Duties range from looking after the tenancy problems and cleanliness of a number of domestic blocks, through screening for resettlement, to patrolling squatter control areas. Some Resettlement Assistants are also engaged on office rather than field duties.

Electrical Inspectors (salary scale (Class II): $1,685—$2,765)

The main responsibility of the Electrical Inspectors is the maintenance of all electrical wiring in estates, factory blocks and cottage areas, under the overall charge of the Assistant Electrical Engineer.

144. During the year, the following changes occurred at Assistant Commissioner level or above:

In April 1966, Mr. B. D. WILSON, Administrative Officer, Staff Grade C, was appointed to act as Commissioner for Resettlement in place of Mr. D. C. BARTY, O.B.E. who proceeded on annual leave, and Mr. Walter YEUNG Wing-tai, Administrative Officer, was appointed to act as Assistant Commissioner, Estates in place of Mr. B. D. WILSON.

In May 1966, Mr. D. C. BARTY, Administrative Officer Staff Grade A, returned from leave and resumed duty as Commissioner for Resettlement in place of Mr. B. D. WILSON who resumed duty as Assistant Commis- sioner, Estates in place of Mr. Walter YEUNG Wing-tai.

In December 1966, Mr. P. BISHOP, Senior Administrative Officer, returned from leave and resumed duty as Assistant Commissioner, Administration/Operations in place of Mr. J. W. SWEETMAN who went on leave, while Mr. A. T. CLARK, Administrative Officer, Staff Grade C, was appointed as Assistant Commissioner, Estates in place of Mr. B. D. WILSON Who proceeded on leave.
