(b) Operations, headed by an Assistant Commissioner, who is also responsible for the general administration of the department, com- prises two sub-divisions:

(i) Clearance, under an Administrative Officer, which is respon- sible for the clearance of squatters and other eligible persons into resettlement accommodation;

(ii) Squatter Control, headed by an Administrative Officer and Senior Resettlement Officer, which is responsible for the con- trol of existing 'tolerated' unlawful structures and prevention of new ones, for resiting operations and the administration of resite and licensed areas, and for processing tenants of dan- gerous tenements under the Rent Advance Scheme;

(c) Works, headed by a Maintenance Surveyor seconded from the Public Works Department, is responsible for maintenance work in resettlement estates and factories, as well as construction and maintenance work in cottage and licensed/resite areas and the preparation of plans for cultivation clearances;

(d) Headquarters, under the Secretary and Treasury Accountant, is responsible for the internal administration of the department.

The departmental structure is shown at Appendix 8.

142. There are 109 senior non-technical posts and 15 technical posts in the department which are filled by Administrative and Executive Officers, a Treasury Accountant, a Maintenance Surveyor and an Assist- ant Electrical Engineer (both seconded from the Public Works Depart- ment), Senior Resettlement Officers, Resettlement Officers, Assistant Resettlement Officer and Electrical Inspectors. Of these 124 posts, nine are at present filled by expatriate officers.

143. The responsibilities of the main departmental grades are briefly as follows:

Senior Resettlement Officers (salary scale: $3,310 $3,870; Technical,

$3,170-$3,590)

In addition to specific duties, Senior Resettlement Officers are responsible to the heads of their division or sub-division for the overall running of these units, with particular reference to staffing matters.

Resettlement Officers (salary scale: $2,240-$2,870; Technical, $2,240--

$2,765)

In the Estates Division, most Resettlement Officers are responsible for the overall control of groups of estates housing from 76,000 to 163,000 people, with three others being responsible for the factories, cottage areas and sanitation. In the Operations Division, Squatter Control Resettlement
