maintaining an adequate electrical supply (together with legislation which became necessary to deal with the problem) have already been mentioned in paragraphs 19 and 23.
CHAPTER 8
WORKS DIVISION
ORGANIZATION
122. The Works Division's main task is the maintenance (both build- ing and electrical) of resettlement estates, factories, cottages and resite/ licensed areas. The division is organized into five sections under the overall charge of a Maintenance Surveyor seconded from the Public Works Department, assisted on the electrical side by an Assistant Elec- trical Engineer, also on loan from the Public Works Department, and on the building side by a Senior Resettlement Officer (Technical). The five sections deal with electrical matters; factories; estates; development and maintenance works in cottage, resite and licensed areas; and billing and computing. The sections concerned with factories and cottage/resite areas are each under the control of a Resettlement Officer (Technical), and the officer responsible for cottage and licensed areas also has under his charge the drawing office and survey teams. The estates section is divided into two geographical districts, each under a Resettlement Officer (Technical). An Area Officer (Technical) is stationed in each estate to supervise the work carried out by the maintenance contractor or the department's own labour force.
Estate and Factory Sections
123. The department took over 34 new domestic and four factory blocks from the Public Works Department during the year, making a total of 443 blocks maintained by the division. Estate buildings suffer from considerable wear and tear because of the high population density, and 868 major and 64,808 minor repair jobs in estates and factories were carried out during the year.
124. In addition to day-to-day maintenance, the division carried out the following phased programme of works:
(i) repainting of 122 blocks. This year the repainting of a complete estate rather than individual blocks spread over several estates has been tried with good results;
