estates. In Mark IV estates, however, space for welfare activities will be made available in separate buildings and not on the ground floor of the domestic blocks.
87. In the afternoon of 23rd March, 1966, a new lead to the de- velopment of a lively community spirit took place with the opening by the Governor of a new Community Centre near Tai Hang Tung estate. This Centre is the fourth of its kind. It provides a day nursery, a library, a club for deaf children and other major activities for adults and youths. It is centrally placed to serve not only Tai Hang Tung estate, but also Shek Kip Mei estate and other housing estates nearby.
88. Recreational space is provided within the boundaries of each estate, similar in design to playgrounds and recreation spaces in other parts of the urban areas. They include children's playgrounds, rest gardens and active recreation areas, with volley-ball and basketball courts, and miniature (seven-a-side) football grounds.

RESETTLEMENT FACTORIES
89. In the early days of resettlement, most areas cleared for re- development contained only domestic huts, shops and cottage indus- tries. There was no special provision for the occasional factory that might be encountered, nor for workshops, though some of the latter were accommodated in ground floor rooms in the domestic resettle. ment blocks and, with certain limitations, persons engaged in cottage industries were permitted to carry on work in their domestic rooms. But in time clearance areas, especially those previously occupied under permits issued by the Crown Lands and Survey Office of the Public Works Department, began to include larger industrial concerns with heavier machinery. It therefore became necessary to provide resettle- ment factories in order to facilitate clearance involving people whose undertakings could not be housed in the ground floor workshops of domestic estates but who clearly required alternative accommodation.
90. Since 1957 one single-storcy and seventeen multi-storey factory blocks have been built, comprising 6,336 units. On 31st March 4,925 of these units were occupied by 1,408 individual concerns, an increase of 357 businesses during the year. The older factory buildings which have five floors are similar in appearance to a domestic 'H' block,
