were reserved for schools and welfare projects and are allocated on the advice of these departments to suitable voluntary agencies. At the end of the year there were 34 schools in operation on the ground floors of such blocks. Voluntary agencies run these schools as co-educational vernacular primary schools under the Education Department's Subsidy Code. Ground floor rooms are also used as case-work centres and clinics, and for a variety of other welfare purposes.
72. A clearer picture may be obtained by examining the work that is being done in one resettlement estate. Kwun Tong Estate was com- pleted in June 1961 and has an authorized population of over 60,000 persons (over 10,000 families). The estate comprises 24 multi-storey resettlement blocks. There are 12 rooftop schools providing 5,580 primary places, 6 subsidized ground floor schools with 8,210 primary places, and 2 clinics, 4 recreation centres, 3 boys' and girls' clubs, a nursery, a library, a milk bar, a vocational training centre and a family planning centre, all run by voluntary agencies. In addition, the Social Welfare Department runs two vocational training centres and a Com- munity Centre.
73. It has already been mentioned in Chapter VI that a new design of resettlement block, eight and sixteen storeys high, is now being built in the new estates. Accommodation for welfare and educational services will continue to be available in these new estates though, for structural reasons, changes are necessary in its location. It will not be possible to use the rooftops of either the Mark III or Mark IV blocks, and there will be no schools on the ground floors. In their place, specially modified top floor accommodation is provided in certain of the Mark III blocks, and although there will be no schools inside the large Mark IV blocks, there will be separate six-storey annexes (cach with 24 classrooms) for educational purposes in estates incorporating Mark IV buildings. Ground floor accommodation for welfare activities will still be provided in some of the blocks in the Mark III estates.
74. There are large recreation spaces within the boundaries of each estate, old and new, similar in design to playgrounds and recreation spaces in other parts of the urban areas. They include small fenced playgrounds for young children, enclosed areas with lawns and benches for the more elderly, volley-ball and basketball courts, and miniature football grounds.
