and also operates a clinic, a handicraft training centre, a welfare centre with library for small children, a noodle factory and a free meal centre.

64. The educational and welfare activities in this arca are typical of those being undertaken elsewhere. By the end of the year the fifteen cottage areas had 31 schools with primary places for 18,739 students, 17 welfare centres, 16 clinics, and 3 boys' and girls' clubs, all operated by voluntary agencies. There were also 9 Kaifong Welfare Organizations working under the guidance of the Secretariat for Chinese Affairs.

65. In multi-storey estates the Resettlement Department has no sites to offer to voluntary agencies, and a different policy has evolved. The rooftops of the Mark I and II blocks were specially strengthened and provided with penthouses so that they could be used for boys' and girls' clubs or primary schools. A nominal fee of $1 is charged for the use of a rooftop and school fees are limited to $60 a year. At the end of the year there were 258 rooftops allocated to schools, 59 to boys' and girls' clubs, 29 for recreation centres and 10 for vocational training centres.

66. By arrangement with the Social Welfare and Education Depart- ments the ground floor rooms in selected blocks in the newer Mark II estates were reserved for schools and welfare projects and are allocated on the advice of these departments to suitable voluntary agencies. At the end of the year there were 23 schools in operation on the ground floors of such blocks. Voluntary agencies run these schools as co-educational vernacular primary schools under the Education Department's Subsidy Code. Ground floor rooms are also used as case-work centres and clinics, and for a great variety of other welfare purposes.

67. A clearer picture is obtained by examining the work that is being done in one resettlement estate. Kwun Tong Estate, which was completed in June 1961, has an authorized population of over 57,000 persons (over 10,000 families). The estate comprises 24 multi-storey resettlement blocks. There are 10 rooftop schools providing 3,240 primary places, 6 subsidized ground floor schools with 7,150 primary places, and 2 clinics, 3 recreation centres, 3 boys' and girls' clubs, a nursery, a library, a milk bar, a voca- tional training centre and a family planning centre, all run by voluntary agencies. In addition, the Social Welfare Department runs two vocational training centres. On 20th February, 1964 this work was given a fresh impetus with the opening, by His Excellency the Governor, of a new Community Centre staffed by the Social Welfare Department. This will provide additional services and give a new lead to the development of a lively community spirit in the estate and the adjoining areas. Other welfare and educational services are available in the adjoining district.
