older cottage resettlement areas and the few remaining Bowring Bungalows at Shek Kip Mei which still have to be replaced by more permanent development; the clearance into resettlement accommodation of squatters occupying sites required for development; and the preven- tion of new squatter structures. To carry out these duties the department had on 31st March, 1961, a total establishment of thirteen administra- tive and executive officers and 2,294 technical, clerical, field and junior staff. This staff is divided between the headquarters office at Li Po Chun Chambers, in Hong Kong, which deals with matters of policy, organiza- tion, personnel, accounting, squatter control and planning and liaison with other departments; and the Resettlement Administration Office at Ho Man Tin, Kowloon, which is responsible for clearance operations and the administration of resettlement estates and cottage areas. This office also accommodates the Works Section which, since its inception in 1959, has been responsible for maintenance work in resettlement estates, as well as all construction and maintenance work in cottage areas and the preparation of plans for cultivation clearances. This Section is headed by a Building Surveyor on secondment from the Public Works Department. He is responsible to the Commissioner for Resettlement for all technical matters within the department.
81. Particulars of the establishment approved for the financial year 1961-62 are given at the end of this Chapter.
82. The senior posts in the department are filled by Administrative Officers, assisted by Executive Officers. The following changes in senior staff took place during the year:
In May 1960 Mr. LAU Pak-fai, Executive Officer, was posted to the department as Accountant in place of Mr. TONG Shiu-cheung. In June 1960, Mr. C. MCGUGAN, Executive Officer, was seconded from the Colonial Secretariat to this department and in August 1960, he was appointed Executive Officer, Estates II in place of Mr. Li King-pan, M.B.E.
In September 1960, Mr. K. S. HARDY was appointed Senior Executive Officer (Accounts), formerly known as Accountant, vice Mr. LAU Pak-fai.
In December 1960, Mr. R. G. B. BRIDGE was appointed Adminis- trative Officer, Operations in place of Mr. G. Barnes.
In February 1961, Mr. P. V. DODGE was appointed Senior Administrative Officer, Operations.
In March 1961, Mr. C. G. M. MORRISON was appointed Com- missioner for Resettlement in place of Mr. J. P. ASERAPPA.
