flats, either of 240 sq. ft. (one bay), 360 sq. ft. (one and a half bays) or 480 sq. ft. (two bays), each with its own kitchen, lavatory, shower and private balcony. Conversions of this kind have in fact been made on the top floors of blocks in each estate, in order to provide quarters for the estate staff. Drawings showing how these conversions can be made may be found at Appendix II at the end of this report. One 'I' block at Lo Fu Ngam Estate was built entirely as self-contained flats. The majority of these flats are of the single bay type, with a floor area of 240 sq. ft., for which the rent, inclusive of rates, is $45 a month. There are in addition a certain number of larger flats of 360 sq. ft. for which the inclusive rent is $65 a month. These flats were built primarily to accommodate families, to be cleared from the site for the Wong Tai Sin estate, which were occupying accommodation of a similar standard. A second block of the same type at Wong Tai Sin Estate was completed in March, 1958.

68. In the first multi-storey buildings at Shek Kip Mei the ground floors had all been used for domestic accommodation only, because of the large number of fire victims requiring resettlement at that time. In 1955 the experiment was tried of allocating whole ground floor bays of 240 sq. ft. to squatter shopkeepers in order to enable them to carry on their former businesses. A year later a number of small workshops that were moved from squatter areas were re-established in these rooms; and in October, 1956, the Urban Council agreed to modify its licensing requirements to permit former squatters to operate restaurants, cafes, fresh meat and fish shops and roast meat shops in ground floor rooms. Other ground floor rooms are used as offices or for welfare work and at Li Cheng Uk and Tai Hang Tung ground floor bays have been converted into Government clinics.

B.

ADMINISTRATION

69. The multi-storey estates are administered by a staff of Area Officers, generally under an officer-in-charge who has the title of Settlement Supervisor. He in turn is responsible to the Resettlement Officer in charge of all the multi-storey estates, who is a Cadet Officer. Each Area Officer is normally responsible for one or two multi-storey blocks, housing in all about 3,000 - 4,000 persons. One of his most important duties is the supervision of the work of the sanitary squads responsible for the cleanliness of all the public spaces inside the buildings
