PREFACE

The operations of the temporary Department of Resettle- ment are not for the most part matters of routine administration; they constitute emergency action, put in hand by the Government at very considerable public expense, for the solution of a grave squatter problem which has proved insoluble by other means. A bald account of what has been done during the year would not be readily comprehensible without some background information. For this reason Chapter I of this report is a brief summary of earlier developments which took place in the period up to and including the year 1953, and Chapter II is a fairly detailed account of the situation as it stood in April, 1954, when the tem- porary department was formed. The succeeding chapters describe the formation and organization of the Department of Resettlement and the progress of the department's work during the financial year 1954-1955.
