The second discussion programme "Phone Us" had a programme panel which included a Member of UMELCO especially interested in the topic of debate, and a member of Home Affairs Department or specialists who could cope with the topic of the week. The chairman handled the "debate" between members of the panel and the public who phoned in.

"Junior Police Call" moved from the restrictions of the studio to location filming and as it developed, the air time was increased. The host, Cadet Norman Lam, invited young members of the Junior Police Call Club to help in detecting crimes and to look for stolen property. The results were staggering, stolen cars were recovered, the fastest report on stolen property resulted in its recovery within the hour. Thirteen criminals were convicted as the result of information
given by JPC members. The programme also included dramatised sketches showing how petty criminals preyed up on children at school or in playgrounds.

"Police Call" featured Inspector Billy Kwong who continued successfully to ask the public's help in fighting crime and showed police methods of detection.

"More To Know" were imaginative mini documentaries which showed some of the more interesting and lesser publicised activities of Government departments.

"Viewpoint" developed beyond studio with a five-minute spoken view to include film reports. Such visual subjects as the new youth hostels, Chinese customs and natural history of Hong Kong leavened more serious issues. The studio chair, however, continued to attract distinguished journalists and broadcasters and their unfettered views often created great stimulus to public debate.

"Police Call" was taken over by Chief Inspector Garth Burrows from Eric Lockyear.

The weekly half-hour studio discussion programme "Spectrum" suffered from the unwillingness of people in positions of power to meet their critics in debate. During the summer the Financial Secretary, Mr. Philip Haddon-Cave, took part in a two- part programme in which he called for a debate on the financial strategy to be adopted in the coming years. A series of programmes followed in which industrialists, bankers, shippers, and others expressed their view of the economic future.
