52. Short films (varying between 30 seconds and 1 minute 15 seconds duration) have been called API's 'Announcements of Public Interest'. They are made in a 'TV commercial' format; and usually aim to sell a single public service idea. They are designed to hold their own against normal commercials which advertise airlines, cigarettes, cosmetics, domestic products etc.

Personal Hygiene
Family Services
Police Recruiting
Crime Prevention
Many of these subjects have been covered by as many as half a dozen different API's.
53. Top priority for API subjects is given to the co-ordinated Government publicity campaigns. All present and future Government publicity campaigns will have a television outlet.
54. The major programme of the week, which started when the RHKTV studio became operational, is a 30-minute magazine/docu- mentary 'Ga Joy Heung Gong' *** (Home is Hong Kong), which is shown every Sunday at 6.30 p.m. on HK-TVB Jade and approximately 10.15 p.m. on RTV 1. The programme began in February this year. This programme is largely film-based; each story follows a film documentary type of presentation and is shot at various locations. Follow-up studio discussion also plays a part and in addition there are sketches, skits and musical items.
55. A general idea of the policy behind Ga Joy Heung Gong is given in the following statement of aims which was drawn up by the production staff:
'To cater for a wide audience, in particular those households where television is watched habitually. This audience may broadly be described as "blue collar" or "working class”. It will be found, for example, in resettlement estates, low cost housing areas, etc.
