taken from the World Service supplemented by 'World News about Britain' and 'Commentary'; the Chinese Service relays bulletins in Cantonese and Kuoyu from the Far Eastern Service of the BBC together with the frequent commentaries, Topical Talks, etc.

PUBLIC AFFAIRS

32. As mentioned above, in the latter part of the period under review the importance of Public Affairs broadcasting was recognized by the integration into a single unit of all programmes classified under this heading from both English and Chinese Services. Weekly meetings were instituted to decide on the nature and extent of coverage of subjects to be dealt with by the Public Affairs Unit.

33. Public Affairs programmes have been described as programmes which deal with activities or services concerning the welfare of the com- munity, which seek to convey knowledge, enlarge intellectual horizons, change attitudes or values, and provide public reaction to Government policies. They are those programmes which set out to inform, educate and influence opinion.

34. A number of programmes fitting this description were introduced as a result of the disturbances in early 1967.

35. The Chinese Service instituted a series of daily news comments at this time to counter the propaganda being put about by communists. These, under the general heading of 'INDISPUTABLE FACTS' sought to strengthen the resolve of the population, illustrate the weak points in the opposition's arguments and strengthen and restore the confidence of the people in the future of Hong Kong.

36. Special discussion programmes on such diverse subjects as 'Free- dom of the Press', 'Labour Relations' and 'Traffic' were broadcast.

37. In June 1967 a Special Publicity Unit was formed to co-ordinate anti-confrontation publicity. Producers and translators were seconded from both the English and Chinese Services.

38. Broadcasters from the Special Publicity Unit visited various service organizations such as the Fire Services, Police and Public Utilities to broadcast information on their activities and a number of variety shows were also arranged to entertain members of public service organiza- tions.
