regards recommendation No. (3), alternative, less costly methods of achieving full coverage of the whole Colony than by means of a powerful transmitter of 10 kilowatts should be examined."

(2) "2. That this Council does not accept recom- mendation No. (5). In lieu thereof, it considers that Government should invite applications for the establishment of a new station for the broad- casting of commercially sponsored programmes under licence from Government, and subject to such terms and conditions as the Governor in Council may think fit to impose.'

This amendment was seconded by the Hon. Kwok

Following the debate Council unanimously voted in favour of the amendments.

Immediate steps were taken by the department to implement those recommendations directly concerning Radio Hong Kong.

4. The authorized establishment of the department remained unchanged at 31 posts: 19 pensionable, 11 non- pensionable and one supernumerary.

5. Mr. D. E. Brooks, Acting Controller of Broadcasting left at the end of August 1955 to return to the British Broad- casting Corporation on the completion of his term of secondment. Mr. Brooks was originally seconded as Senior Programme Assistant and had been Acting Controller since 12th August, 1954. During his term of service Mr. Brooks made an important contribution towards the improvement of the department's programme services and operational efficiency.

6. Mr. D. J. Lyttle was appointed Acting Controller with effect from 30th August, 1955 on temporary secondment from the Department of Broadcasting, Federation of Malaya.
