PART I—GENERAL
1. This is the first annual report on the work of Radio Hong Kong since an independent Broadcasting Department came into being on April 1st, 1954. .
Radio Hong Kong came on the air late in 1928 and was in fact the second wireless broadcasting station to be established in the Colonies, being preceeded by the British East African Broadcasting Company which was set up in Kenya in August, 1928.
A Broadcasting Committee was responsible for Radio Hong Kong until January 1939 when the Postmaster General took control, with the aid of a Broadcasting Advisory Committee. After the war, the Advisory Commiittee was re-constituted and continued to aid the Postmaster General until Radio Hong Kong became a sub-department of the Public Relations Office in April 1951.
In the same month, new studios and offices were occupied in Electra House, replacing the inadequate accommoda- tion in Gloucester Building.
In July 1953, administration and control of Radio Hong Kong was transferred temporarily to the Controller of Broad- casting and as this proved satisfactory, an

2. As a public broadcasting service, Radio Hong Kong's policy is to broadcast the best available programmes not only for the entertainment, but for the information and education of the majority and for all significant minorities.
