Grade I Clerks.

320. Supervision of Clerks Grades II and III; or sometimes work similar to that of Executive Officers Grade II, especially if it requires long experience, or a mixture of supervision and individual work.

Grade II-Executive Officers.

321. Work requiring qualities of judgment, initiative and resource, comprising the critical examination of particular cases of less importance not clearly within the scope of approved regulations or general decisions, initial investigations into matters of higher importance and the immediate direction of small blocks of business.

Grade I-Executive Officers.

322. Supervision of Executive Officers Grade II and Clerks Grade I; internal organization and control, the settlement of broad questions arising out of business in hand or in contemplation and the responsible conduct of important operations.

MOTOR DESPATCH SERVICE.

Present arrangements.

Equipment.

323. Two "Austin P.U." 10 horsepower vans are used to provide a despatch and collection service to 37 Departments in Hong Kong. Canvas mail bags are used for sorting mail in the vans.

Frequency of service.

324. Departments served in Hong Kong are visited four times daily on week-days and twice on Saturdays. Deliveries are made at every visit and collections every alternate visit. Mail collected by this service and addressed to Departments in Kowloon, is delivered in a bag to a Government launch and taken across by special messenger; the bag is received by a Secretariat registry clerk housed in the Railway Station who notifies Departments to arrange for collection.

Outdoor staff fully employed on service.

325. One driver, one sorting clerk and two messengers accompany each van. In addition a clerk and messenger are operating in Kowloon Railway Station.

Vans.

326. The present vans are unsuitable as the mail is unprotected from theft and heavy rains. As the worn condition of the present vans will soon necessitate their replacement, two fully enclosed box vans of the post office type should be acquired to replace the vans now in use. The vans should be painted to indicate they are Govern- ment property and to provide quick recognition by the Police and Government

messengers.

Hooks.

327. These should be fitted on the walls of each van, one hook for each distribu- tion point. The hooks should be of a size suitable for the canvas bag brass eyelets and allow for the bags to be quickly removed and replaced. Each hook should be labelled in bold lettering indicating the distribution point and the Departments served by that point. The labelling should be in the sequence shown on the running schedule.

Sorting tables and seats.

328. The present method of sorting on the floor of the vans is unhygienic and may cause documents to be soiled or lost. A sorting table should be fixed to the floor of each van, which should also contain a backless seat for the use of the sorting clerk.
