REGISTRY SERVICE.
Organization.
249. It is recommended that the work of this service should be divided into 4 sections, namely:-
(1) Telegrams and despatches.
(2) Transits.
(3) Receipt and Despatch.
(4) Typing and Leave Reserve.
Receipt and Despatch Section.
250. The work of the Receipt and Despatch Section should be sub-divided into five sections as shown on Appendix S.
METHOD OF OPERATION (Registries).
INWARD MAIL.
Receipt and despatch.
251. All mail not received or despatched by the Safe Hand Clerk in the Con- fidential Registry should go in and out via the Receipt and Despatch Section.
Sorting of mail.
252. The receiving clerk in the Receipt and Despatch Section should not open covered inward mail but sort into the following categories and arrange for despatch:
(1) Mail addressed to officers by name or by designation and marked "personal", "private", "confidential" or "secret", for despatch direct to the respective officers.
(2) Other mail received by registered post or marked "confidential" or "secret" and files marked "confidential" or "temporary confidential", "secret" or "top secret", for despatch to the Confidential Registry who should give a receipt for mail received via registered post.
(3) Files received and marked "Establishment Branch", "Personnel" or
"Home and Defence Branch" for despatch to the respective registries.
(4) All other mail and files received for despatch to the General Registry.
Recording restricted.
253. With the exception of mail received via the registered post, the receipt of mail or files should not be recorded by the Receipt and Despatch section. The regis- tered post record should be signed by the Confidential Registry at the time they receive the registered mail.
INWARD MAIL AND FILES RECEIVED BY THE GENERAL REGISTRY.
Opening and fine sorting mail.
254. The mail should be received by the Clerk in Charge of the General Registry. He should open the mail, date and time stamp all letters and loose memos, ensure that enclosures are firmly attached to all covering letters, endorse each letter or memo with the initial of the clerical section responsible for the subject, and sort the mail into two categories:
(1) Mail referring to the Secretariat registered file number.
(2) Other mail.
