198. Summary of recommendations made in this chapter:

CHAPTER XI.

CHIEF CLERK

Functions.

199. It was intended that the main duties of the Chief Clerk should be the recruitment, examination, promotion, transfer and supervision of the work of Women Confidential Assistants and clerical staff. He should also supervise the work of all Secretariat registries, office attendants and messengers.

200. He is, however, employed on many other duties, which by their nature assume a degree of importance and urgency. Reference is made later in this chapter on how it is proposed to relieve the Chief Clerk of some of these additional duties which may be performed as satisfactorily and more speedily elsewhere.

Supervision of staff.

201. For this officer to supervise effectively the work of over 1,600 staff scattered about the Secretariat and forty Departments is neither possible nor desirable.

202. It was found that the supervision by the Chief Clerk in the Secretariat was loose and in the Departments negligible.

Responsibility of heads of departments.

203. Heads of Departments are responsible for the efficiency of their Departments and any attempt to divide their authority for controlling or supervising the work of their staff, might, if it were attempted, cause dissatisfaction.
