22. The titles of Colonial Secretary, Deputy Colonial Secretary, Financial Secretary, Deputy Financial Secretary, Establishment Officer, and Special Adviser should remain, and the title of Director of Organization & Methods created.

23. A chart of the proposed organization is shown on Appendix D.

Disposal of business.

24. Assistant Colonial Secretaries were hard pressed to keep in pace with the daily volume of work. Secretariat business in the main was not unduly delayed and this was made possible by officers working unreasonably long hours, in some cases to the detriment of their health.

25. A major fault in the organization and one largely contributing to the heavy work load of an administrative officer, is that with the exception of one Branch, there are no clerks engaged on case work and senior officers are required to deal with routine matters. A large clerical service is provided but with the one exception mentioned, these clerks only perform simple registry functions. Other factors which create difficulties in the disposal of business are the absence of records lost during the occupation period, the shortage of trained administrative and clerical officers and out- of-date codes of procedure.

26. With the exception of the training of clerical staff to assist the senior officers in disposing of routine and other case work, most of the immediate post-war difficulties have now been overcome.

27. The following chapters will describe how it is proposed to provide a wider and more complete clerical service.

28. Summary of recommendations made in this chapter:

(1) Clerk of Councils should be an officer other than the Deputy Colonial

Secretary, and another Clerk of Councils appointed.

(2) The post of Personal Assistant to Deputy Colonial Secretary

(P.A.D.C.S.) should be abolished.

(3) The post of Deputy Clerk of Councils should be abolished.

(4) Political, Defence and Home Affairs should form one Branch.

(5) The title of Political Adviser should be abolished and the holder of the

post join up with the Defence Branch.

(6) A Class I Administrative Officer should be employed full time advising

COLONIAL DEVELOPMENT AND WELFARE

29. The terms of reference for the Colonial Development and Welfare Com- mittee read as follows:

to prepare for consideration of Government a plan covering

"all the objects of development and welfare expenditure during the "next ten years.

30. The work of the Committee had been suspended pending the appointment of

a Special Adviser and this Adviser has now been appointed and acted as Chairman for one meeting.
