Government should retain full control over all anti-rabic measures.

Plans for preventing the spreading of rabies in any area should be carefully prepared by Government under the best scientific and professional advice available, and should be strictly enforced when necessary.

That preference should be given to short sharp campaigns, where the co- operation of the Public is necessary to ensure success.

That the present "muzzling or lead" order should be immediately rescinded.

All anti-rabic measures should be conducted on humane lines and provision should be made well in advance for the employment of staff with experience and the right temperament. Government Kennels should be sufficient to house any number of dogs which may be detained, and should be properly designed and should be under suitable management.

The "Police Notice" not being within the terms of reference of the Com- mittee, was not approved by the Committee as such.

Publicity, if undertaken at all, should be conducted with the greatest possible moderation, bearing in mind the potential dangers of such publicity.
