grades of matrón. A matron grade I would be in charge of the Queen Mary Hospital; a matron grade II would be in charge of a hospital such as the Kowloon Hospital. For those in charge of smaller hospitals we recommend the pay of the rank plus a non-pensionable matron's allowance of $80 per month. recommend that the grade of assistant matron should be abolished.

108. We recommend that there should be three grades of almoners. Candidates with a university degree and a diploma in social science should be appointed as assistant almoners on the commencing part of the scale for assistant mistresses in the Education Department. After reaching $6,480 per annum assistant almoners should be eligible for promotion to the grade of almoner as vacancies occur. Above the grade of almoner we propose a grade of principal almoner, the salary of which post would run from $10,320 per annum to the maximum of the scale for mistresses.

We propose the same salary during probation for dressers and other medical technicians as for nurses, but after satisfactory completion of their training we recommend that staff dressers should be on the scale $3,300 per annum to $5,400 per annum. We recommend that male staff dispensers and staff radiographic assistants should receive the same scales as staff dressers, but that female staff dispensers should receive the same rates of pay as staff nurses. For female staff radiographic assistants and for staff masseuses we propose $3,000 per annum to $4,800 per annum. For senior charge dispensers and dressers we propose $6,600 per annum to $8,640 per annum.

110. We propose that there should in future be two grades of health inspector and that health inspectors grade II should be selected as the result of a competitive examination from local candidates who have previously obtained the Hong Kong School Leaving Certificate or its equivalent. Promotion to health inspector grade I should depend upon passing the necessary examinations of the Royal Sanitary Institute and upon a test of efficiency. Where it is necessary to recruit an overseas candidate for direct appointment as a health inspector grade I the candidate should be required to have obtained the necessary qualifications and to have had practical experience as a health inspector. Promotion to senior health inspector or chief health inspector should continue to be dependent upon vacancies. We recommend that malaria inspectors and senior malaria inspectors should receive the same rates of pay as health inspectors grade II and grade I respectively.

EDUCATION DEPARTMENT

In framing our recommendations for the Education Department we have divided the teaching staff into four categories:-

(i) uncertificated teachers;

ť

(ii) certificated teachers who have successfully completed a teachers'

training college course but who are not university graduates; (iii) teachers who are university graduates and have successfully com- pleted a teachers' training course or obtained a diploma in education;

(iv) qualified graduate teachers who have in addition had a period of

valuable teaching experience.

112. We understand that Government is not at the moment employing officers of the first category, but we have recommended rates of pay for un- certificated teachers, since we are informed that such teachers are employed in grant-aided schools in which salaries are paid according to Government scales. We recommend for certificated teachers a seven years' scale rising in the case of men from $3,600 per annum to $5,100 per annum and from $2,880 per annum to $4,080 per annum in the case of women. We propose that local graduate teachers should be called assistant masters or assistant mistresses and that they should be on a ten years' scale commencing at $5,400 per annum for assistant masters and $4,320 per annum for assistant mistresses. We recommend that men and women with higher qualifications, valuable experience or special apti- tude should be promoted at any point to the grade of master or mistress. Ordinarily promotion to the grade of master or mistress should be dependent upon the passing of an efficiency bar. Candidates recruited from overseas would be expected to possess not only the necessary academic qualifications but also teaching experience. Certificated teachers should be able on passing an efficiency bar to proceed on the same scale as assistant masters or mistresses but should not go beyond the maximum of that grade.

113. We recommend that senior masters and mistresses should be appointed by selection and that this grade should in future be regarded as a probation grade for officers who will eventually rise higher in the Department and not as a place of refuge for senior officers who will never proceed any further,
