(ii) As to the manner in which the cost should be defrayed-we recommend that the fund should be raised by (a) public subscriptions and (b) from public funds.

We suggest that a Campaign Committee should be appointed in order that the scheme embodied in such a Bill should be brought fully before the public.

14. Finally the Committee unanimously desired to express its very great apprecia- tion of the work done by the Secretary Mr. McWhirter, in connection with the Committee.
