54. There had probably been a vague idea that some of the Arts graduates would in time emerge as political leaders in China. That dream, we understand, has almost entirely failed to come true up to the present appears that the Arts degree is now considered to be little more than the crowning of Hong Kong's secondary education.

(a) As against a suggestion that the dream of providing political leaders for China "has almost entirely failed to come true", the Senate wishes to point out that appointments of our Arts graduates to administrative posts in the govern- ment of China might have been more numerous than they are, had there been a policy of appoint- ing our Arts graduates to administrative posts in Hong Kong.

(b) The Senate further wishes to point out that only in an unnecessarily restricted view can the Arts degree be "considered to be little more than the crowning of Hong Kong's secondary education". 酆 because the courses leading to the degree do in fact provide opportunities of special preparatory training for the teaching profession, commerce, administrative services, social welfare work, and scientific posts in industry.

55. So long as this is frankly recognized, we considered that there is much to be said for such an ideal. We would go further and say that an engineer will be a better engineer and a doctor will be a better doctor by social intercourse during his training with students in a non- technical Faculty. A virile School of English and a virile School of Chinese are obvious neces- sities in a University such as this.

The Senate is in agreement with the com- mittee's recognition of the general necessity for a Faculty of Arts in any institution which confers degrees in Medicine and Engineering, and would add that by European tradition an Arts Faculty is a sine qua non for any University, and has for the community an independent cultural value of much greater importance than the merely in- cidental contribution of "social intercourse
