being the more urgent because of the already large development in that district and the imminent construction of the new Military Cantonment.
The Kowloon City Reservoir, though not of the same urgency, should be con- structed as early as staff will permit.
Certain alterations will be required in the distribution system also, to allow of these reservoirs fully carrying out their function.
On my request Mr. Woodward has prepared very tentative estimates of the Works proposed, but these must not be taken as in any way accurate as they have only been prepared from the information at present available and without surveys or plans.
The proposals, therefore, for works which should be pushed on with as early as possible are as follows:-

If the above programme of Works is to be carried out with reasonable speed, it is probable that, though a great deal of expenditure cannot be incurred this year, the staff of the Waterworks Office will require to be augmented, and in due course I will inform you of the situation.
In conclusion I would stress the urgent necessity for the above works-if restriction of supply is not again to become an annual occurrence in the Colony.
