44. On the 15th of December further specimens from the eight who had been proved carriers of Flexner were examined. On this occasion only one remained positive.

45. On the 16th of December the Quarantine and Prevention of Disease Amend- ment Ordinance, No. 54 of 1936, was placed before the Legislative Council and read a first time. On the 30th December it was read a third time and passed.

General conditions.

Conditions at the Dairy Farm.

1. The Dairy Farm may fairly be described as a high class institution where special precautions are taken to produce a clean milk. It has its own Veterinary Surgeon and several of the employees hold certificates in dairy science.

2. There are 1,200 cows housed in sanitary cowsheds. All are subjected to routine examination by the Veterinary Surgeon and all are tuberculin tested.

3. The Asiatic staff includes some 60 milkers, 2 cooler attendants, 2 pasteurising and separator attendants, 4 bottlers, 7 attendants for can and bottle washing and sterilizing, 13 distributors and a number of coolies. The staff are not subjected to periodical medical examination by a qualified medical practitioner and no routine tests are made to ascertain whether any are carriers of typhoid, diphtheria or dysentery.

4. The equipment of the dairy includes coolers, separators, pasteurisers, sterilisers, washing machines, and bottling machines. There is a good supply of steam which can be carried through flexible hoses and applied to any apparatus in the building for scalding and sterilizing purposes. The milking pails and conveying cans are of good pattern and so are the bottles.

5. Special care is taken in washing and sterilizing. The coolers are washed with a special antiseptic fluid and live steam from a hose is played on the surface after washing. The separators and pasteurisers are scrubbed and scalded by steam. Bottles and cans are washed by special machines and then subjected to steam sterilizing in a chamber.

6. Cooling, separating, pasteurising, and bottling are carried out in rooms which are screened against flies.

7. Each milker washes his hands and the teats of the cow with chlorine water before commencing milking.

8. Altogether it can be said that the milk is handled in a sanitary manner from the cow to the consumer and would be called Grade A at home.
