119. We have not consulted the authorities of the Royal Naval Dockyard, Hong Kong. But we have reason to believe that they would be interested in this survey and that they might wish to co-operate in the realization of some of our recommendations, especially in the matter of training foremen mechanics. We suggest that Government should send a copy of this report to the Commodore.
