REPORT OF PROCEEDINGS

OF THE

STANDING LAW COMMITTEE

on the

MARINE STORES PROTECTION BILL, 1919.

Laid before the Legislative Council by Command of His Excellency the Officer Administering the Government, 17th July, 1919.

1. As Chairman of the Standing Law Committee on the above Bill, which was referred to such Committee by the Resolution of the Legislative Council of the 12th June, 1919, I beg leave to report to the Legislative Council as follows:-

The following 4 members of the said Law Committee, being all the members who are present in this Colony (the Hon. Mr. J. JOHNSTONE, the fifth member of the Law Committee, being absent from the Colony), namely, the Hon. Mr. E. R. HALLIFAX, O.B.E., the Hon. Mr. LAU CHU-PAK, the Hon. Mr. C. G. ALABASTER, O.B.E., and myself, 'unani- mously resolved to recommend to the Legislative Council that the following amendments be made in the above Bill :--

(2) That throughout the Bill, the word "collector" be substituted for the word

"hawker";

(ii) That the present clause 6 of the Bill be numbered 6 (1) and that a new sub-

section be added to clause 6 of the Bill to read as follows:-

(2) No dealer shall have in his possession any marine stores except at such premises as are registered by him with the Captain Superin- tendent of Police as places for storing his (the dealer's) marine

stores.

(iii) That clause 11 of the Bill be amended so as to read as follows:

It shall not be lawful for any person, without permission in writing from the Harbour Master, to dredge in the waters of the Colony between a line drawn from the Westernmost point of the Island of Hong- kong to the Western side of Green Island and continued to the Western point of Stonecutters Island and from thence to the Naval Torpedo Range at Laichikok, on the West, and the Lyemun Pass, on the East.

(iv) That after the word "of" in the first line of clause 12 of the Bill, the words

"any of" be inserted.

2. The Hon. Mr. C. G. ALABASTER, O.B.E., reserves to himself the right to move in. Committee that the following additional amendments shall be made in clauses 3 and 4 of the Bill, namely, that after the word "regulation" in clause 3 there be inserted "and approved by the Legislative Council" and that after the word "Council" in clause 4, there be inserted the words "and approved by the Legislative Council".
