MEMORANDUM.

Coasters.

(a.) There is power of exemption under section 20 of the Ordinance.

Vessels trading between Tientsin, Tsingtau, Shanghai and Canton can be exempted provided they do not take up passengers at Hongkong for Canton or ports intermediate between Hongkong and Shanghai.

(6.) Vessels trading between Hongkong, Hoihow, Pakhoi and Haiphong cannot be exempted, but if such carry not more than 100 Chinese passengers the number of guards may be reduced to 4.

(c.) Regulation No. 5 is considered essential, and it is further considered that the alterations can be carried out at small expense. In any very exceptional case it may be possible to grant exemption under Regulation 14.

(d.) This regulation may be deleted.

(e) Regulation No: 11 is considered essential. It is suggested that the passengers should be kept in the after part of the tween decks and that the grilles should be erected in the after part of each alleyway.

(f.) It is agreed that deck cargo carried in a space partitioned off by grilles for passengers does not require to be itself separately partitioned off.

(g.) The objection under Regulations 23 and 31 is covered by the remarks (a) above. (h.) It is admitted that the regulations will inconvenience certain passengers. inconvenience cannot be weighed against safeguarding the ship from piracy.

Regulation 10:-This regulation is considered essential. In every other country the method prescribed is adopted and it must be possible to apply it in China.

If deck cargo is carried elsewhere than in a space isolated from the rest of the ship in accordance with Regulation No. 40, such cargo shall be partitioned off and secured in such a way that it shall be inaccessible to any person throughout the voyage without the authority of the master.
