The Council met pursuant to adjournment.

The Minutes of the last Meeting, held on the 6th December, were read and confirmed. FINANCIAL MINUTE. The Acting Colonial Secretary laid on the table the following Financial Minute, and moved that it be referred to the Finance Committee:-

The Governor recommends the Council to vote a sum of Nine hundred and Forty Dollars and Five Cents, ($940.05), on account of a deficiency in Stamps and Postal Notes as shewn in the accounts of the late Postal Agent at Ningpo, now deceased.
