22. The growth of the Colony as evidenced by the Census Returns cannot but be regarded as eminently satisfactory, and I doubt whether any other Colony will be able to show during the same period a progress so solid and at the same time so rapid as that which has been made by this Colony during the last ten years.

23. In conclusion, my thanks are due to all the Members of the Staff of this Department, European and Chinese, and to the members of the Police whose services were lent, for their hearty co-operation in carrying out the work of the Census. Owing to their assistance the returns now forwarded may, think, be regarded as accurate as returns of such a nature can be.
