64. Estate welfare buildings are provided in public housing estates with a population of 50,000. Similar services which include nurseries, family services, children and youth clubs are also provided in these buildings. There are now six estate welfare buildings situated in the most densely populated areas i.e. Taz Wan Shan, Ngau Tau Kok, Sau Mau Ping (2), Lam Tin and Shek Lei, Two more new buildings are expected to be completed towards the end of 1973.

Community and Youth Officers Scheme

65. The establishment of the community and youth officers scheme was approved by the Executive Council in February, 1973. This scheme provides a network of community and youth officers to promote, develop and co-ordinate community and youth activites in all districts of Hong Kong. Eleven offices will be established during the year 1973-74, four of them in Hong Kong, six in Kowloon and one in the New Territories. Four other offices in the New Territories will be set up at a later stage so as to form a comprehensive network of services covering all the 15 districts.

Community projects

66. A total of some sixty community projects have been launched by community officers and estate community workers in various districts with the active participation of individuals and groups. Festival celebrations, community care programmes for the aged, and community service projects by youths were organized jointly by local welfare agencies, schools, government departments and interested individuals in the districts of Tsuen Wan, Kwun Tong, Wong Tai Sin, Tai Hang Tung. Sheung Shui and Fanling. The Wong Tai Sin Cultural and Recreational Committee started a new project to encourage young adults to befriend younger children who require such attention. Twenty-six organizations in Wong Tai Sin worked together to form a District Committee on Welfare Services for the Aged to encourage the community to participate in community care programmes for the aged. Community officers in Western District and Kwun Tong have colisted the co-operation of factories and organizations to implement service schemea to industrial workers. In Yau Ma Tei, a community service scheme for the boat people was actively promoted. All Units of the Division participated in the Keep Hong Kong Clean Campaign by serving in a variety of capacities in the area commitless.
