20. By the end of March 1973, the total number of members were 249.47 loans were made during the year and total savings stood at $12,856.92.

The Director of Social Welfare Incorporated

21. This fund was created with the provisions and purposes of the Director of Social Welfare Incorporation, Chapter 1096. The main object of the fund is to act as trustee of any trust created for the benefit of persons in the care of the Social Welfare Department or of any trust created in connexion with the work of the Department. The financial statement of the Fund for the Year ending March 1973 is at Appendix 1.9.

CHAPTER III

TRAINING

22. The development of effective social welfare services depends largely on the employment of qualified and trained workers by Govern- ment and voluntary welfare agencies. While professional social work training at the academic level is available in the two universities, the role of the Training Section of the Department is, first, to organize in-service training programmes for persons who are academically un- trained but already employed in social welfare work; second, to provide opportunities for trained social workers to further their knowledge, skill and interest in their profession, through the provision of care- fully planned refresher courses; and third, to advise on and implement measures which facilitate staff development, fieldwork placement and pre-service training.

23. The Training Section continued to expand its programme of short term in-service training courses to full-time and part-time courses lasting one year or more. This expansion of the training programme was made possible partly by the increase in training staff and partly by the availability of modern facilities at the Lady Trench Day Nursery and Training Centre. The nursery provides day-care for 80-100 children
