social welfare measures are considered by the Advisory Committee on Social Work Training, the Social Welfare Planning Committee, the Advisory Committee on Social Research, the Social Work Training Fund Committee, the Community Relief Trust Fund Committee, and the Hong Kong War Memorial Fund Committee. The last three com- mittees mentioned are statutory and publish individual reports. (Appendix 1.2 gives details regarding the composition and terms of reference of these committees).
Social Welfare Advisory Committee
15. The Social Welfare Advisory Committee is, by its terms of reference, the main advisory body to Government on all matters of social welfare policy. The Director of Social Welfare is Chairman, ex officio, of the Committee. Its members are prominent citizens actively associated with voluntary welfare work, who are appointed in an individual capacity by the Governor. The Committee met eleven times during the year to consider general matters, including the pro- posed Methadone Maintenance Project, the five year plan, the draft white paper on social welfare policy, flag days, the disability and infirmity allowance scheme, and recommended recurrent subventions to 76 voluntary welfare agencies and capital grants from the Lotteries Fund. A list showing the recurrent subventions to voluntary welfare agencies is given at Appendix 1.7(B). Allocations made during the year from the Lotteries Fund are shown at Appendix 1.8.
Staff
16. The approved establishment of the Department was 1,780 for 1972-73. The number of staff in service on 1st April 1973 was 1,668, leaving 112 vacancies.
17 During the year 23 appointments were made to the Assistant Social Welfare Officer grade and 170 appointments were made to other departmental grades.

Joint Consultation
19. The Departmental Joint Consultative Council met regularly during the year to discuss staff relations, staff welfare, recreational
