Scheme, etc. These youth agencies provide the bulk of the youth pro- grammes in Hong Kong. One of the main developments during the year was the operation of playleadership schemes in ten playgrounds and parks.

Summer Programmes

65. The Summer Youth Programme has been firmly established as an annual community event. Over 200 community associations, groups and voluntary welfare organizations jointly engaged themselves with 15 District Youth and Recreation Co-ordinating Committees in the provision of a wide range of interesting and colourful activities for more than 800,000 young people. This programme helps to provide young people during the summer holidays with the opportunity of using their leisure-time wisely and usefully. In this joint venture, the Division organized 470 events to cater for 87,502 children and youth during summer 1971. The emphasis was on community service, leadership training, group activities and outdoor excursions and camping.

CHAPTER V

PROBATION AND JUVENILE REHABILITATION

66. Probation officers are social workers in the service of the courts whose responsibility it is to make enquiries into the social and family background of accused persons, to report to the courts, and where the latter impose a probation order, to supervise such offenders (whether juvenile or adult, male or female), for one to three years.

67. A probation order requires that a probationer shall respond to the conditions which govern his behaviour and is designed to help him to make an adequate adjustment to society with the assistance of his Probation Officer. This work involves social work methods of individual and group counselling and the mobilization of social welfare facilities which may be required to overcome his problems and in- adequacies and to achieve the necessary adjustment and rehabilitation. Probationers who fail to carry out the conditions of their orders are brought back to court to be dealt with in another way for their original offence, apart from any subsequent offences which they may have committed.
