25. A report entitled 'Employment and Training for Social Work in Hong Kong' by Dame Eileen YOUNGHUSBAND, D.B.E., J.P., (Honorary President of the International Association of Schools of Social Work), was published in March 1972. In this report Dame Eileen reviews the present demand for and supply of social workers, and makes a number of recommendations, including a proposal to start a two-year course of training for social work studies outside but, if possible, affiliated with the universities. Other proposals in the report include the re-constitution of the Advisory Committee on Social Work Training to form a strong advisory committee or council, composed of the various bodies active in social work training, the establishment of an overall planning group to review the total training needs and resources with a view to agreeing a comprehensive programme for the Department's training centre, the establishment of an overall strategy of in-service training for different levels of social workers, and a review of existing posts in the Social Welfare Department to ensure that limited manpower resources are put to the best use.

26. Dame Eileen's proposals are now under active consideration by Government, in consultation with the Advisory Committee on Social Work Training, the Universities, the Hong Kong Council of Social Service and the other bodies involved.
